Key Personnel

Erik K. Snyder — Principal Analyst

Mr. Snyder, the president and founder of TMI, has been providing project management services to various industries since 1987. Beginning his project management career drafting critical path method (CPM) schedules for civil engineering and construction projects, he moved on to provide project management consulting services in the defense, aerospace, and information technology industries. In addition, Mr. Snyder has been both instrumental and innovative in the development and application of automated project management systems.

In the past, Mr. Snyder worked for R. V. Buric Construction Consultants, the Arist Corporation, and General Physics Corporation before founding TMI in 1994. During his career, Mr. Snyder has worked on diverse projects ranging from a turkey processing factory to a space-based ballistic missile defense system. He has supported the U.S. Department of Defense, Department of Treasury, Internal Revenue Service, and U. S. Customs Service. His private sector clients include AT&T, Computer Sciences Corporation, and numerous small businesses.

Mr. Snyder specializes in project planning and the design and implementation of project management information systems. However he also excels in preparing, analyzing, and supporting litigious claims against negligent contractors or owners. In addition, Mr. Snyder is skilled in critical path method schedule analysis, risk assessment, cost/benefit analysis, performance measurement and earned value analysis. He has performed requirements analyses for large-scale proprietary program management information systems, including the Strategic Defense Initiative Program Management Information System. He possesses in-depth knowledge of today’s most popular project management software tools including Scitor Project Scheduler, Microsoft Project, Primavera Project Planner, and Welcom Open Plan. What is more important, he is proficient in customizing or "enhancing and extending" these applications to suit the various needs of his clients. Mr. Snyder has also developed project management course curricula and instructed project management courses at the Defense Systems Management College (DSMC) and the Internal Revenue Service.

Currently, Mr. Snyder focuses most of his effort providing program management support for the Tax Systems Modernization (TSM) of the Internal Revenue Service (TSM). He oversees a multi-contractor team of program analysts monitoring the development and implementation of the Customer Service Segment and maintaining the program management information system. Within the IRS, he is widely recognized for raising the project management standards with his intensely graphical and easy-to-understand project management products. He has consulted at the highest levels of the IRS’ Information Systems division, including the National Directors and Chief Information Officer. Mr. Snyder’s program analyses, recommendations, schedules, and other management products have been reviewed by the National Academy of Sciences and the General Accounting Office.

Mr. Snyder holds a Bachelor’s degree from the University of North Carolina at Wilmington where he began applying his interest in the then-new personal computer to project management. His professional interests include the application of graphical, object-oriented technology and Inter/Intranet technology to project management.


Don E. Lefler, PE - Project Management Analyst

Mr. Lefler has been providing project management services to the construction industry since 1983. Beginning as a field engineer, his relevant professional experience has included development and implementation of critical path method (CPM) schedules, documentation control systems, cost control systems, claims preparation, litigation support and expert testimony on projects to $100mm. These services have paid dividends for clients through reduced overhead costs, process automation, and recovery of capital overruns including the largest claim ever awarded by the State of New York Department of Transportation.

Mr. Lefler's primary focus as a member of TMI is to provide management consulting expertise to businesses focused on maximizing return on investment through the employment of sound business principles and state-of-the-art technological automation. He has overseen the successful implementation of these techniques at companies whose business focus has varied from homebuilding to the practice of law. Though not a techno-guru, Mr. Lefler is well versed in computerized scheduling, computer aided design and information management software packages including Project Scheduler, Primavera Project Planner, Chief Architect, MS Outlook and Primavera Expedition.

A 1983 graduate of North Carolina State's School of Civil Engineering, Mr. Lefler began his career as an Engineer-in-Training. After attaining the requisite experience and passing a written examination, he was issued Professional Engineering License #22015 by the state of North Carolina. Mr. Lefler also holds Building Contracting License #29073, also issued by the State of North Carolina.


James B. Stafford – Developer

Mr. Stafford, multimedia developer at TMI, has developed multimedia and satellite imagery derived products for over 6 years. Mr. Stafford spent four years as an imagery analyst for the US Army and the last two as a consultant with Booz Allen & Hamilton.

While working for the US Army National Ground Intelligence Center, Training and Contingencies Directorate. Mr. Stafford was the senior imagery analyst and team leader for the Exercise Crisis Division. During this time he provided national level imagery intelligence support to Army commands on specifically assigned targets using the Digital Imagery Exploitation Production System (DIEPS). Mr. Stafford also provided real time imagery intelligence support to units participating in the Combat Training Centers.

Mr. Stafford was also an operator and team leader for the Trojan SPIRIT 2.0 system, which act as a mobile satellite downlink that provides reporting, tasking, and imagery intelligence dissemination. He was one of the team members assigned to initially Integrate the Trojan SPIRIT into a viable communication and imagery dissemination asset to tactically deployed units throughout the Korean Peninsula.

Before joining TMI, Mr. Stafford worked for Booz Allen & Hamilton in Arlington, VA. At Booz Allen Mr. Stafford worked on the Precision SIGINT Targeting System, he provided expertise on TENCAP assets and connectivity issues. During this project he served as a laison and between the PSTS program office and the 3rd MI BN. While in Korea Mr. Stafford, was the production assistant for a demonstration video, which was ultimately delivered to the Undersecretary of Defense.

After the PSTS contract was up, Mr. Stafford took a position as a research analyst and systems administrator for Booz Allen & Hamilton’s contract with The Defense Advanced Research Projects Agency (DARPA). While working with DARPA he maintained several Booz Allen Webworks sites, which act as an online repository for clients.

Mr. Stafford’s expertise is in imagery analysis and graphic art and is proficient in Adobe PhotoShop, Paint Shop Pro, Microsoft Front Page, Microsoft Image Composer and Macromedia Flash.


Michael D. Holsomback —  Developer

Chapel Hill, NC Office

Mr. Holsomback, senior program analyst at TMI, has been developing custom business software since 1992. After first developing database applications for the restaurant industry, Mr. Holsomback developed custom solutions for the video conferencing, telecom, and electronics industries as well as educational software. He has also developed automated workflows that manage documents through imaging, optical character recognition (OCR) and optical storage. In addition, Mr. Holsomback has been published in the NASA production Teachers Touching the Future.

Before bringing his development skills to the TMI team, Mr. Holsomback worked for Metro Information Services and Gulf Computers where he consulted Murata Electronics, Broad Band Technologies, V-SPAN Inc., Carolina Power and Light, Myra J Halpin & Associates, and the city of Detroit’s Retirement Systems.

Mr. Holsomback’s expertise lies primarily in development and deployment of custom business solutions in all Microsoft Windows environments over Local Area Networks (LAN) and corporate Intranets, and most recently he is focusing on Interactive Inter/Intranet application development. He is accomplished in Microsoft Visual Basic including ActiveX development, the Win32 API, Microsoft Access, Microsoft Visual Interdev and Relational Database Management Systems. He has directed group development using Microsoft Visual SourceSafe for source code management. He is experienced in workflow development using Mosaix’s ViewStar and custom ActiveX compliant controls for implementation on Microsoft Windows NT operating system. Mr. Holsomback also has talents in the field of multimedia development with experience using Macromedia Director, Adobe PhotoShop and 3D modeling Corel Dream 3D and 3D Studio.


Jason R. Lyons — Project Management Analyst

Mr. Lyons possesses over five years of business management, information technology, and financial experience. He has demonstrated skills in risk assessment and control, cost/schedule control and project management expertise. Special strengths include personal computer skills, especially in Windows environments with a variety of applications, including spreadsheet and project management software. In addition, Mr. Lyons possesses superior written and verbal communication skills, critical thinking and analytical skills, as well as excellent problem solving ability.

Currently working on the IRS Tax System Modernization (TSM) Program for the Treasury Department, Mr. Lyons is utilizing his skills set to further enhance the program. In this capacity, Mr. Lyons has prepared, maintained, and improved work breakdown structures (WBS), network diagrams, and Gantt charts. He implemented a task reporting system in which reports are generated and distributed for management assessment. Mr. Lyons has also worked on ad hoc reports, such as the amendment of the ICP Requirements Analysis Package (RAP), in which he provided economic analysis to receive additional funding.

Prior to his work for the Treasury Department, Mr. Lyons was responsible for operational risk assessment and mitigation, as well as, improving the operational effectiveness at Barclays Global Investors. In this capacity, Mr. Lyons was successful in reducing the institutional investors overall risk and improving compliance measures. In addition, Mr. Lyons reconciled securities, credit, and collateral positions.

At MindShare, a technical marketing firm, Mr. Lyons demonstrated the ability to create product awareness as well as develop new business opportunities for IBM software via the reseller channel. Through the development of product seminars and product demonstrations, Mr. Lyons established himself as a liaison between IBM and the distribution channel. This enabled him to collect and report critical data through the use of Lotus Notes. During this period, Mr. Lyons received his MBA from California State University, Sacramento.

While at Sacramento Savings Bank, in the Secondary Marketing Department, Mr. Lyons analyzed current market conditions to set interest rates. He was responsible for monitoring mortgage loans to ensure accuracy and compliance as well as packaging the loans for sale in the secondary market. He performed market analysis, which included the production of reports, charts, graphs, and other visual aids for review by senior executives. Mr. Lyons also worked on several special projects that included the development of a Correspondence Loan Program and the writing of Policy and Procedure for a PERS 100% loan financing program.

Mr. Lyons also successfully completed an internship for the Real Estate Owned (REO) department at Sacramento Savings Bank. In this capacity, he recommended strategies for disposition of properties; analyzed marketability of properties based on comparable properties, market conditions and available appraisals. In addition, Mr. Lyons inspected REO assets for condition and security.
